Thought it was interesting that my Muscle is near your Thief on the T8. I'd place you in one of our T8 B teams if that is any consolation.
There is definitely an increased emphasis on having passable levels of every factor, each battle stat, workstats, crime skill.
Have read some grumblings from folks that have left one battle stat far far behind being impacted.

I don't think 1B (or at least not exactly 1B) is a hard cap for battle stat influence on roles. Can't offer much in the way of receipts but mid-August 2025 I had a bump of 1 to both Thief & Muscle roles in BTB. I hadn't been keeping an especially great track of it but that was during a strength training month. Speed the month before. All my battle stats were comfortably above 1B at that point.
Could have been work stats. Unlikely to be raw crime experience. Definitely not crime skills ;D Can't remember if that aligned with when OC CPR rebalancing that happened.

I'm not sure why but when paying out OC 1781056 nothing got logged about it, but still displayed the paid stamp next to the OC. Nothing in the faction news, nothing in my personal log. Confirmed with a couple members of the OC that they didn't get an event. However, the API { type: "balance", percentage: 85, paid_by: 85185, … } does show it as paid out by me at 1782243123 ~19:32 TCT today and as far as I can tell the split was correctly added to the member balances (but not logged). Normal money payout, 85% to members.
Would it perhaps be related to this patch note today? Something not quite caught?

For disclosure's sake I have been trying to write a script related to payouts (details below) but I've since performed another payout, also a Blast From the Past OC with the script enabled, and it at least successfully logged it in the faction news and my personal log. Assume events arrived for members too.
Hopefully a red herring but: the userscript edits the value of the % split depending on which OC we're paying out. Nothing special/nefarious. Still have to manually click the payout buttons. Just sets the split field's value to 90 or 85 etc and I very recently added
to actually let React, or whatever is processing the form on Torn's side, know that the value has updated. (The payout % input is updated when changing the value but not actually used by the confirmation step without the event). Hopefully kosher - first time testing with the dispatchEvent line on an actual payout and the above bug happened.
I suppose I could be grossly out of touch with how much of a burden that is for new players. It was never a part/phase of the game I dealt with first hand.

I think the way the capacity change was phrased as a buff... but only applies to people that I assume have managed to miss one of the many PI & airstrip rental guides/advice posts in the past 10? years, is leading to some disappointment among the active player base.
Reduced travel times... I know I know. Lizard brain doesn't process things that way.

Every solution seems to have a significant downside. The idea to allow the user to enter their own values was not accepted in the end, as this would have given more access than intended to the faction vault. At least without setting arbitrary caps or only allowing players with increased privileges to handle them - neither of which were acceptable options.
We do have a solution though finally, which we think largely resolves the issue without introducing additional pains, should have it out this week or next I hope.
Unfortunately looks like some RNG woes there Jocko - I know the pain. I recently did a tally between 1st and the 18th of March at PWB and your L8:L7 ratio was far closer than ours at PWB. 8 Clinical Precisions 10 Break The Banks 29 Blast From The Past 18:29 instead of 50:50.
That said, we have already have many spare Blast from the Past OCs and haven't spawned another since Window Of Opportunity was released. Advanced spawns since the 22nd March, newest at the top:
A big enough sample and it evens out sure but there can be pits of despair at times and others times where it is more "why can't I hold all these limes BtBs?"

Not entirely following how that relates to the thread of this conversation unless you just wanted a good old fashioned rant. I'm not opposed to a rant (ask my factionmates) but just want to check we're on the same page.
Firewalks are too expensive -> New level 7 coming, will get cheaper -> OC pool being diluted -> Not really being diluted in a way that should be a problem - same mix of levels, if RNGesus is willing
The devs want you to attempt enough of those unwanted OCs to maintain enough scope. As mentioned there is a motivation of the game economy behind that. Gotta eat your vegetables before you get dessert. Is it a fun system? Not hugely... It needs wrangling and herding but it isn't boring either.
Is it a good system? I prefer what we have now to the uncontrollable spawns and limited OCs. Versus OC 1.0? PWB, at least, is definitely healthier than with 1.0 even if I'd prefer a quiet life of PAs 😂 The payout tool is pretty painless too. Only thing I'd want is it to be able to save a different % split for different OCs but I get why that wouldn't be there.
You're not going to be happy that Window of Opportunity probably pays out less than Blast from the Past but if nothing else it'll make Firewalks cheaper which means mo' money and sane splits for the factions/members again.
Not in any way that should be a problem? Hitting the Advanced Ops button is meant to be a 50:50 split between Level 7s and 8s (YMMV). Adding another 7 won't reduce the chances of 8s.
I am saddened to see this post and more so that it has escaped me for months. Memory fails me as to whether CHunger was calling the shots at (Brotherhood of?) Nod or simply part of it but to me my time there and at Inquest blend into one. Corrections and additions welcome, it would've been the best part of two decades ago now... a lifetime really. Either way, good times. Chaining learned, flame wars ignited.
CHunger was definitely a character but I could never quite place exactly what type of character he was! That said, based on Sky's posted messages I'm pleased to see he hadn't changed :) As best as I can remember we had an #Inquest Channel on an IRC server? There are log files of mine somewhere on a, likely rusty, hard drive in an old PC. He was kind, shared a good sense of humour and offered solid leadership to us too.
Reading his obituary I am somehow not surprised by his exploits and antics. A life well lived from the looks of it.
