This used to happen all the time when TV companies and Oil Rigs were first introduced before many people had the kind of money needed to buy one on their own.
I personally have invested in 1 TV startup (the FIRST TV company) and 1 oil rig. Luckily, those owners were honest and paid out their shares to the investors before finally buying them out after a period of time.
It can work, but you definitely have to build up a reputation for honesty before complete strangers will trust you with their hard earned money, especially with scamming being totally legal now.
Honestly, I don't see such a concept working in today's game, outside of possibly a faction company or the like. Just too much risk involved, and there is so much money floating around these days that people can just buy the company on their own in a majority of cases.
I think this idea has just moved past its age of feasibility...
Popularity is just a comparison of your shop's revenue compared to the top store in your kind of store. So no real way to raise it without raising your sales in comparison to the rest of your competition.
For effectiveness, just make sure that your employees are drug free, logging on daily, and have stats that are sufficient for their positions. Simple as that.
