We should recruit only active and strong player and limit how much Battle status have ? if u want to recruit new player he or she must be over active player .

I agree with the comments above. There should be a minimum stats limit (i.e 10mill total) and also a minimum amount of activity per day/week.
Benefits would include long rest/training periods. Friendly/helpful/experience members.

No minimum stats limit, as long as they are active and can chain!
