Its either half, or double, the time the previous batch took to completely sell out.

Once a staff member told me that it is restocked at random times. So yes, really difficult to track. Though it takes minimum 6 hours for the flowers to restock.
Six to eight hours seems typical for flowers and plushies if you look at historical data in travelrun. Probably more for other items but I haven't really looked into that.
It varies, item restocking is based on an unknown algorithm that factors in total stock, value of stock, and time it took for it to sell out last time
It's nominally half the time it took for stock to run out, but for flowers (and possibly plushies now?) it's capped at 6 hours maximum (commencing from the hour after stock runs out), as they always take the better part of a day at least to sell out after a restock.
For other overseas items the maximum restock times may be considerably longer or there may not be a maximum time at all for some items - from hints Ched has dropped in the past it's clear that different restocking time calculations apply to different items.
