how come i lost 9 games , 6 of which were played against same player and all shots on my side , he even told me in chat he won 17 times in Row before playing against me saying it's pure luck !!! after coming out of federal ( he was +20 Bil. in RR before going to federal )

Besides each individual game has an odds of 50-50. So after he won 5 games against you, for the 6th game he still has a 50% chance of winning.
