Yes and no: if you level up too fast you become a victim. But eventually when most players have >1 billion in all stats, training at the gym isn't the best form of 'training' it will be mugging to pay for a SE.
You can't jump right up to a very very high stats though, you have to work your way up. And usually it's a slow process :P
But yes, unless you're planning on high stats it would be pointless to hold much. Especially with the new attacking system, where life plays much more important role than it used to.

Well, it isn't that simple. I think level-holding can be a quite legitimate technique if you level-hold at the right ranges and expect to engage within that range only.
Like, say level 20, you'd be reasonably expected to dominate within level 15 to 30. You could level hold at 50, and pretty much dominate the range of, say, levels 30 to 60, maybe 65.
Of course someone completely out of your range could give you real trouble, regardless of your stats, simply by sheer damage-sponging.
When you're up to level 70 and 80, I think you would have enough hit-points to reasonably consider level-holding, because with the Life Points merit, one could survive even the most severe attack and hope to get a few of their own hits in, maybe get a critical.
Of course, getting free defends... that's only for impulsive people, that didn't check for age or xanax taken, to give.
If you're inclined to rampantly attack everything that catches your eye... My advice... make sure you're not intoxicated from cannabis or xanax, before you attack someone that's suspiciously low level compared to you.
