Same tech+same intelligence=whoever had the highest population unless there are alliances in which case probably closer to ass random. Also tech level matters.

Tech isn't everything. It's from an historical look. Romans and Egypt had fantastic engineers. They did things we still put to use today. They did stuff we can't imagine doing without our technology Today. Imagine what they could do with it? Then of course Sparta. Most nations you grow up and then join the military. The Spartans were born into battle. They begin training from an early age compared to other civilizations. So they're soldiers would have more experience then other nations soldiers Population absolutely does have a part in this scenario. However, do you really think China today with their numbers would compare to Rome? If Sparta and Athens joined together they could absolutely wipe out China. Historically speaking that's exactly what they would do. Sparta and Athens joined together on many many situations. So numbers are exactly everything.
Yea I agree, ancient Rome should definitely be on the list because they are a top contender. All things being even Rome would take it but the best Roman legions are no match for like a dozen MFers in a helicopter with a few machine guns.
