you can initiate trade with individual players.. Check the profile... and you will find a button for that.
You can BUY a market licence.. with points.. where from you can list your items and sell.
You can also LIST your items, for a upfront fee of 3percent of listed price to sell through TORN CITY market.

The trade chat? The direct trades have many control steps to prevent scamming, but you can be mugged afterwards or if the other guy cancels the trade, so be careful.
