I was just killed by a level one who had some shiy called kodachi swords, they did 928 damage to me, right now im just confused and stunned.

People can choose not to level up whilst still increasing their battle stats, making them stronger than you expect.

Look at their rank and days played, not level...

And also their networth (sometimes misleading) and awards (doesn't help if their true level is a few levels higher)
If their title is Antagonist, they may either be a power trainer or level holder.
