That is generally believed to be the case, yes. However, like most things related to crime in this game, you can't know for sure how things work.
Sounds like a load of old cods to me bra
applies to all ocs, not just the high ones as far as i know.
I dont know of any definite proof but i never saw an oc succeed that was delayed for a few days

Myth.
I don't know about PAs but we do 5 + 6 player OCs and it's hard to get everyone in Torn at the same time. At its worst it can take weeks before we initiate, defo days.
I haven't noticed any decline in success because of delayed initiation.
I doubt there is any evidence for this theory.
I believe this to be true, but have no hard facts.
I'd say myth.
I haven't seen anything to indicate that drugs or delays are harmful.
I've only analyzed 900 PAs, though.
