I see you don't have a sense of humor, huh? As a side note, he's a level 8 with that kind of "friend debt". I strongly doubt he ever got a out right 400mil loan, so I think this "Friend" is trying to get a source of revenue off of a not very active player.
I'm guessing you might be asking how to make 400 million. Power level to 15 (attack people and leave them on the street) and do flower/plushie runs. You will need to do a lot of runs to reach 400 million. Then do what Hopslam suggests.

To add a bit of context the loan was a bit of a joke to see how I could go on black jack I made it to about 600 mill and then went on a bit of a losing streak.
pretty much my only option rn
