How much of a difference do the mugging merits make? Hard to quantify I guess, but even general answers are appreciated.

Definitely worth it if you're into mugging.
If you plan to mug on a regular basis, you almost certainly want to spend merit points on this.
If you rarely or never mug, then there is no reason to upgrade this.
So it just depends on you and how you play.
I only mug when required for missions or to give a friend or faction mate mug protection, so they wouldn't do me any good at all. I know people who mug every day, and it's a major source of income. For them, those upgrades are worth it because it essentially doubles their profit.
