If it is, it would be very rare.  Don't waste your job points on that special. Do spies or train your defence instead

I believe selling spies can make you enough money to buy an Armalite faster...

I think you can also get some weapons you can't buy, like the German WW2 weapons the Luger and MP-40? Unfortunately those are very common too and equally worthless as the Big Al weapons.

I'd guess you can get any Primary or Secondary you can find in the city, which includes almost all of them, but the Armalite might be arguably the "best" of them.  So, definitely not a Gold AK or Pink Mac-10.

More @ the OP:  The Army job really isn't optimal for active players.  You can gain more money or stats in other jobs.  Like Adult Novelty, Fitness Center, and Strip Club(both Gentleman and Ladies), to name a few(if you're after stats).

The Army is good for a relatively easy merit, "Keen", achieved by completing 100 Army Spies, but it's usually best left until you've got enough Work Stats to "fast track" the Army job, which is to say moving from the introductory rank all the way to maximum rank in the minimum possible time, by entering the Army after having already satisfied the Work Stats requirement for the top rank, and using all your job points toward promotions until you reach General.  This is done to minimize the comparatively low returns on being in the Army in the first place.
