hey does anyone have a target list for over lvl 15 players? I have searched forever but can only find baldurs list. pls anything helps ty. :D im lvl 18 now but still cant find any better targets.. plzhelp

Now you're above level 15 there's nothing else for you to unlock. You don't need to worry about your level so much anymore. If all you do is try to raise your level without focusing on your stats instead you'll become one of those level targets you used to get to where you are. As far as I know there are no level target lists for higher level people because those lists aren't necessary.
If you're set on levelling more anyway, the quickest way it happens nowdays is through faction chaining. Join a warring faction and take part, and you'll get plenty of levels. Use your mission targets, too. If you just want a list of people to attack, use the hall of fame.

I just kindof wanted a list with stats like baldurs tho. trying to do achievements but I don't know correct targets for it. such as 10 respect achievement.
It's not practical to compile a target list for new and intermediate players, as their stats vary so much and grow so fast. Big factions that accept new players have their own lists and spy bases, but if you don't want to join one of those your best bet is probably your own mission targets.
The award for a hit that gains 10 respect is something you will get when chaining with a faction.
Doing just a single hit, even if you win against someone much stronger than you, you won't gain 10 respect in a hit.
When you are part of a faction that goes to war and chains, then certain hits in that chain will give bonus respect. And that's how you get the awards like the one you are talking about.
You've made your own faction, the faction has never chained at all and has very few people. Very very little in the way of respect / upgrades.
I'd suggest you shut it down and join an existing faction. You'll be much better off.
