I'd personally suggest looking at effective ways to use your energy to train battle stats.

Nerve can be used to do crimes and bust people out of jail. Start off with easier crimes, the one's that require less Nerve to perform.

The answer above is correct in that your should focus on your battle stats.

But if you really want to know how best to use your energy to level up, the answer is to attack high level target (the higher the better) and leave them (as opposed to Hosp/mug).

Mostly leaving people on the street and stealing big boxes of chocolate bars are the fastest way to level up (also work on gym stats to get stronger!)

For new players, pushing to reach level 15 ASAP pays off, because traveling is important and helps raise your income.

After that, you shouldn't actively try to level up.  Train your stats.  Chain with your faction.  Do missions.  Just play the game.  Let the levels come naturally.  Stats are always more important than level, so you need to train, and train, and train.
