The weapon mod 'Small Light' decreases opponent accuracy and stealth.
Does the weapon it is attached to actually need to be fired in order for those debuffs to trigger?

We had a question about this just recently, the answer I saw, was that yes, it does indeed need to be used for the effects to activate.
