My question is y isn't there an Experience bar to tell one how much Exp has been made?

There is but you can only access the Xp bar for leveling when you reach level 15. Once you reach level 15, you unlock traveling and can travel to China - this is where the fortune teller shows you your xp bar
It's better for them to be kept hidden. It would also make the Game Shop 7-star special and the Fortune Teller in China useless I believe.
That's just how it is, and it's always been that way. I believe Chedburn likes it that way as it's a surprise when you're ready to level up, although you can check your level progress for $75k by flying to China and paying the fortune teller who will tell you a percentage. You can also do that with the 7* special at a game shop company.
At this point, it is just part of Torn’s charm

You can also get an idea by looking in the merit section to see how close you are to completing your current level etc
ie:”you are 94% of the way to level X” in the awards section

You can always travel to a fortune teller to see how much % you are to the next level.

That is just current level / target level so for you 80/85 = .94
For me 50/55 = .91 for a level 1, 1/5 = .20

Exactly, a level 92 would be 92/95 (x100%) of the way to level 95. It's a fairly crude measure in that regard.

Experience is a hidden construct to keep the game entertaining and fresh and to make people feel like they have a reason to play the game.
Thinkof it this way - if you could see your experience bar, you wouldn't keep exploring the game because you always know how much you have to do to level up, rather than just doing as much as you can to level up the way we do in the game.
Also, the pleasure of levelling up by surprise isn't quite the same as if you knew when you were going to level up - again about keeping the game exciting and fun.
I know that there is a rough counter in the Fortune Teller in China, but that's unlocked at level 15 for a reason, because you are deep enough in the game to not have the excitement wear off and quit early. Getting to see it is essentially a "reward" for reaching level 15, one of the many perks to keep people motivated to get deep enough in the game to really open it up.
