I've turned on notifications for events and messages, both in the Torn app and in my phone settings, but I am unable to receive any notifications.

If you log out of the Torn app (from the apps notifications screen; bottom right button in the app), and then logback in, it should make notifications kick in for you.

Yhea I just started getting them again. Logging in on a another device seemed to also fix it.
