Make temporary items turn based, not time based

When Torn is under load (like during an event), temporary items with a wear-off timer like pepper spray and flash bangs lose a lot of their value because of slow server response times.

Also, not all players have a fast internet connection, thus giving other players an unfair advantage.

To mitigate we could make them last for a given amount of turns (or a range).
Take pepper spray with an effect duration of 15-20 seconds, and make it last for 3-5 turns.

Could also be a combined system so people can stack their temporary boosts.
Like for the first hit over 4 seconds it loses X% amount, but stops the loss until the next hit is initiated. The second hit in 3 seconds loses the X% amount and so on.
If you leave/win the attack the timer continues the remaining countdown normally.
As for group attacks they could make it so the temporary effect is only active during the actual countdown. To prevent multies from just throwing a single pepper spray and have 90% effect until attack timer runs out.
