frankly, I think the game needs to go in the opposite direction, it already rewards inactive returnees, too much, between the refills, job points, and work stats, plus a city map filled with items. It is very frequently true, that a 5 year old account that only played for a month before quitting is better than a player that has been active > 3-4 months

Tons of players left with their PI at full staffing and came back with billions in negative net worth. Their only choice is to restart with a new account or quit completely, I knew a few who didn't bother. And then they changed the upkeep system so people can't go negative anymore, precisely to stop returning players from quitting.
