This is related to this bug report. There's a visual glitch which sometimes makes your bars jump extra steps when the clock ticks over the 5 mins mark. Page refresh fixes the issue. No nerve was lost, you were short on nerve, the glitch made it look like you had 2 extra nerve.

Have been having a similar problem, except haven't looked at the time regen of 5 mins but it does show more nerve than is actually there, and isn't registering the right/true value, has happened also after completing a crime when you you still have the option to try again, if left for 5mins because you needed one nerve and pressed try again the same errors sometimes appears
- I straight up lost 22 nerve out of no-where, I went to bed, woke up and my nerve bar was dropped down to 21, which is how much my faction provides.
Your faction switched to war perks most likely, since you’re in a ranked war. Check your upgrade tree, not your faction description page
