A book to reduce the chance of overdosing by 100% (aka, no OD) would be better :D I think if they introduced this book, there should be new merits added for 100 use of each drug. - Chedburn [1] Admin

No I don't think this works. For most drugs - especially in planned future versions of drugs, you'd want longer cooldowns, not shorter! Cooldowns are quite different for drugs than anything else, longer / shorter cooldowns can be positive or …
