I think the crime of shoplifting should be unaccesible when a Dirty bomb is used since the shops are closed, so they could implement some sort of "looting" crime.

also u can still sell things to big al gun shop and bits and bobs during dirty bomb, by selling from inventory. Maybe remove that.
Also you can still buy ammo during dirty bomb, that should also be restricted

you can still steal clothes from closed shops!
Not being able to fly back to torn during dirty bomb too.
Realistically, if we can’t fly and torn is in a state of emergency, then all torn shops should shut and all player shops should get 0 customers too, casino closes, no bank withdrawal or deposit, stocks shut etc etc.
You guys just want to turn this into Fallout right?
