Why would we release it to only active accounts during a staggered release? That would be the same as effectively opening it to everyone all at once.

In a staggered release over just a few hours? Because who cares? It's not like Christmas town is going to disappear tomorrow
In just a few hours could really mean anything. It could be 12 hours or tomorrow. So back to Jynx's question, why include inactive accounts? If you excluded inactive accounts until the end you'd only be doing one check. The definition of an inactive account could be anything you determined, such as 3 months, 1 year, etc. Then just open it for those accounts once everyone else is stable.

This is the 2020 trend in Torn - shifting the responsibility for imperfect code to regular players. Let the servers crash again, but this will be true for everyone equally.
