That's what it's still saying for me and others. Is that part of the staggering process or soemthing else?
In just a few hours could really mean anything. It could be 12 hours or tomorrow. So back to Jynx's question, why include inactive accounts? If you excluded inactive accounts until the end you'd only be doing one check. The definition of an inactive account could be anything you determined, such as 3 months, 1 year, etc. Then just open it for those accounts once everyone else is stable.
