I've read the racing guides and they're all pretty complicated and I just don't get what's going on. I'm rank D now and I just want to know whether I should be spending any points or not. And if I should be spending points... what should I spend them on?

Can anyone give me some advice ?

You should spend points till you're winning in 1st place in races. Once you hit 1st in a race 2-3 times, you're good to stop upgrading.

In regards on what to upgrade - install the ~~app~~ browser extension TORNSTATS. It ranks the upgrades in order from best to worst.

what app? All I see is the website and I can't fidn anything about racing
