Instead of just having levels, why not have something that adjusts your play style that can't be switched between easily.
Obviously just spitballing.
Torns landing page advertises "picking your path" which to an extent is true. But I would argue once you hit 100 its when the game really opens up, and rather than adding more levels or prestige, perhaps you just add alternative playstyles and pathways that provide both advantages and disadvantages.
For instance, once every 'set time' you can change your 'mastery'.
Each mastery has to be unlocked before you can use it by completing missions for Duke / Leslie or maybe even Ched himself.
Once mastery is active, it can debuff/buff your stats in a particular area for a month.
The Gainer - +3% to all gains while training, however, your damage output is lowered by 5%.
The Warrior - +5% to all stats and +10% to health while active, but training is lowered by 10%.
The Business Man - 10% chance of losing 0 money when being mugged. Company effectiveness increased by 20%. Stats reduced by 10% and training reduced by 5%.
The Traveller - Double travel capacity, and can travel between two cities while abroad before turning back to Torn.
So once you've hit 100, you've had a taste of most aspects of Torn, but now you're in a position to 'buff' the part of Torn you enjoy the most.
