What I did when I ran a large faction is every 3 months or so I let every OC expire and not replan them until they were all done, took a screenie of the names and order, then replan all the OCs at once - not only can you keep track of current CE, but if you cross reference it with previous dumps you can see who (isn't) doing safe crimes, and you can clean up all the OCs (that get messed up with roster changes, inactives, CE growth/withering, etc etc) to boot!
Sure that might cost a few days of OCs, but if you plan it properly and keep everyone in smaller OCs while they're waiting (bombs, kids, blacks) and time it right, not the end of the world, esp for the dump of info you can force upon yourself for free on a semi-consistent basis!
If you're not gonna spreadsheet it no, and probably find someone else who will to run your OC teams. Just give that person a small cut from your faction cut, assuming you do a faction cut.
yeah the only way, and the way everyone does it, is by pulling everyone from OCs (or rather, waiting to replan them after they end until everyone is out). If you aren't willing to do that, you can try to get everyone in your faction to do this spreadsheet tool. But it's not accurate for people who were in meat warehouses or, I think, old players who did unsafe crimes before fails were a flat penalty. Also from experience, at least half the people you ask to do it won't be able to for various reasons, or won't trust it to put their API key into (which is fair enough really).
The easiest way to do this by far, as mentioned is to let all OC's time out. If you don't want people sitting without an OC, just time shorter crimes with less people until everyone is within 24 hours of their OC's expiring together.
This is the most accurate way, and the only way honestly that I can think of as CE is hidden, so any of the fan sites and calculators are just estimators. Not that the estimations are not useful, they are very useful. Just an accurate list will only be pulled by letting all OC's die completely.
If you want to promote cxp expansion amongst your faction the whole faction should be reranked every two-4 weeks. you create competition can even offer rewards for moving up in the que. if you keep everything secret it will be harder to recruit higher cxp players
You don't really need to pull everyone out at the same time. You know you new green leaf recruit and your PA lead don't need to be compared, so you can just pull the people that are close enough to each other and compare them, so all your PA/PH teams. Then your PH/MT. Etc Etc overlapping a crime each time. It will take way longer, and wont give you a full overview, but it'll do the job.
The only thing to consider here is that people will often find themselves getting put in a loower OC than is appropriate (for a variety of reasons, inactivity, requests for OC merit, new recruits, punishing OC travellers etcetv) so that middle group of OCs (and blackmails!) might be very mixed :P
Additionally, when I plan OCs I push for more profitable ones so I'll stick some stronk Bois in planned or money trains with a bunch of nooblets, the CE might have been nerfed but it's still higher $+res/day on average ;) but that might not be relevant for err'un
