To answer the question, yes it is very common. You can block them by pressing the block button at the bottom left in the chat box. If they send you 1 dollars with more insults or mail you, put them on your ignore list by going to Messages, then Ignore list and type in their id and add them.

Sometimes in this game a caddish oaf comes along and mugs you of your hard earned tc play money. A very worrisome and concerning turn of events indeed!

Even better is when you self hosp on somebody (due to being AB blood type) and they look at the fact you only used fists, are much lower BS than them, and DM'd them immediately afterwards explaining it was a self hosp and they're like:
"Yeah, definitely a buymugger"
