That's the real reason why he wants to boost his intelligence... So he will quickly understand how to use the forums.
Paying for stat training is a mistake only the rich can afford.
Torn isn't a sprint, it's a marathon, you will regret wasting the money instead of putting it into Bank by the time you start Reviving without getting paid anything for month(s), just to raise your reviving skill to earn less then you would've participating in a war once a week.
If reviving is the only thing you want to do in Torn, go ahead and have fun, if not, I would strongly advise against it as a former reviver, you will regret all the Energy wasted without anything to show for it.
PS: Don't forget to invest in your Education merits and pick up some Intelligence heavy Edu courses, it'll help a bit.

Join the city education job. Stay there until you have the proper stats. Honestly it’s probably the quickest way to gain int at a low level with low stats. 100e for 10 jp and 40 in daily, and 35 respectfully. Outside of buying trains even with rotational free trains I don’t think there’s a quicker way.
