The more you react or flash your cash (i.e play big games in RR/ poker), the more you will get mugged. If that 1 guy keeps getting nothing then he will eventually stop. This is the game. Keep training and in a few years time (yes the game takes years to get good) not many people can take you down easy

How much cash is he getting?

How do you know it's the same guy if you said it won't tell you who it is?

My tips: 

Put a 1$ Bounty on whoever attack's you -multiple times- (it show's you are active, they tend to back off)

Don't ask questions on global or say anything awkward like 'foreskin' alot because that makes you a target.

I actually would not talk on global until you gain a few levels but that's my opinion.

There is a guide on how to keep your money safe on the tutorials.  I've read the tutorials, you should too, I sadly just forget alot of it.

Just talk to them via message and humble yourself if needed to see if you've done something to offend. 

Remember, everyone gets attacked a lot at times, and progress can seem slow but don't let that get you down.  

Lol Now you have bounties you need to deal with, posting problems in GD that you would've avoided with proper skill is one way to exacerbate your issues.
