the drugs (top two), point refills (bottom one,) and booster items (everything else) each operate on different cooldowns, so it's best to use a mix of them

for the FHCs and point refills, the energy is 100/150 because they fill your energy to maximum, which is 100 normally and 150 if you're a subscriber or a donator

you don't have to pay real money for that (unless you want to), i would suggest getting a donator pack off the item market as soon as you can, the extra energy really helps

 

also, i did some quick math, and found that if 25 energy is getting you less than 1/400,000th of your current amount in a stat, it is then more efficient (at least from an economic standpoint) to use SEs over FHCs

however SEs are more efficient timewise once 25 energy is getting you less than 1/1600th of your current amount in a stat, which is far earlier

 

TL/DR: don't use FHCs once 25e is gaining you less than 1/400,000th of your current stat, just save for SEs instead
