Obviously it is, but it doesn't stop people from doing it anyways. Its like saying "but isn't tax evasion illegal?"
There's definitely been alot more lately though. Alot of multis shitposting in gd and getting fedded for it, people making multis to try and doxx people, and my faction has had to kick out like three of them all within the past three months

Depends on your accent.
If you frequently drop H-sounds ("Let him have a go" --> "let 'im 'ave a go"), you might drop the H in historic --> 'istoric, in which case it starts with a vowel sound, so you'd say "an 'istoric" and possibly also write it as "an historic moment".
If you don't, then you pronounce the H in historic, making "a historic" correct.
I'd personally argue that formal "Standard English"-English doesn't drop the H, and that it's the "canonical" one which informs writing, so "a historic" is correct; but the English language doesn't actually have a central authority (unlike, e.g. French) so really it's up to you (or up to whoever's marking your essays)
