How do you know it is the same person? Perhaps many people dislike you.

Give it time. Either they will get bored and quit or you will. 

This post is missing context, no one would hold a grudge against you unless you pissed some people off. 

possible ways to piss off people at low level include:

1.putting up forum posts about being attacked

2.leaving faction 

3.leaving company without notice.

4.talking shit in global

5.having random numbers in your name

6.possible faction hate/rivalry.

7.Faction wars

this list can go on for quite awhile but you get the gist.

Even me replying to you can earn an enemy(looks over shoulder)

Yeah, you've probably annoyed someone at some point. You have an enemy showing in your stats on your profile.

I'd be interested in who it is, actually. Just so I can have a chat with them so we can schedule hits on you without getting in each others way.

This could be one person, or a lot of people.

There's no way of knowing unless they're using the same weapons.

If it's one person, and they're repeatedly wasting their E on you then you must be very important to them.

You're living in their head rent free.

If it has been happening for a while, then you've been working around it for a while also.

Also, the last time there was a spike in your defends lost was - get this - during your faction's last ranked war, after which it's completely flattened out. Do you think there might be some pattern there?

Try having a friend sit attack you and see if you can see who joins? 
idk if this works but it’s burned me a few times while trying to stealth attack 

You can figure out who it is why starting an attack while being hit (watch attack page) or have a friend watch yours.

If you've pissed anyone off recently that would be the 1st suspect.

and, fyi, torn (community) doesn't take kindly to this, whatever this is. 

My advise? Join a very good faction, something with over 1m respect and bonus points for something if it promises retaliation. They will lie and sit in wait (technically, they will click on attack and then just sit waiting. Whoever it is that attacks during that time will show up in their logs.)

You have had other very good advise here, too. Like someone telling you maybe it has to do with ranked wars or the enemy you have showing up on your profile. 

Since you have unlocked flying already, keep in the air long enough and they will forget you if you have not made a large enough impression

Aslong as you having bounties it will be claimed 99% of the time.. 

And "Someone" is usually when that person Stealth

What you did was plaster your name everywhere and told people to punch you, that isn't making enemies, that's just being stupid.

Your account is 41 days old and you've made 248 posts on the forums and you still aren't level 15 - You have spent more time making low quality posts than actually playing the game.

    I have great progress on my account training like i should. Nearly one of my crime bars is at 100.

I didn't know their was a set limit to be at lvl 15 within a certain period of time.... low quality but they are my observations i found relevant.

one i havent played the game more that 40 days two its a new game to me. I can share anything i want.
