Buy 100 hammers from Big Al's Gun Shop.
Move to a better faction with perks (take your friends too), rent a PI with airstrip and move out of the mansion, and make some money flying.
Edit: And probably change jobs as well as faction, get some money or perks from there too.

Post stuff like this in Q&A in future :)
Join a faction with good perks, max toleration is a necessity and good excursion/steadfast are nice. Sell losses at 250k each (or more if you find a buyer) until you have good seed money and can afford DVD happy jumps. Fly whenever you have the time but prioritise drug cooldown timing probably, SA and UK are ideal. Do at least one or two good happy jumps for each stat when you have the money; it should be possible to find a good 10* AN with a director that's willing to take you in which should really help. JFK factions have permanent unlimited xanax and energy refills which will help with keeping costs down, but you'll probably need some initial stats before applying (happy jumps!)
ask the oracle in China about your true level [you have to bring 250k or something, it's not free but fun]

And also send me ur stuff before u do of course
Nothing really changes at level 15 besides flying and rehab so if you don't know, back to tutorials and guides section.
