I had back to back ODs last Halloween. At least the game compensated me this year by not giving me any.
Ive found that a decent amount of my ODs do come in blocks.
I think the most I've had is around your 6 in 15days.

Most xanax overdoses I have seen in one week while insured is 3. That was without the faction toleration branch.

Not in an infinite amount of tries. A percentage chance doesn't mean that you're more likely to OD if you haven't for a while, just that given enough tries it should be around that percentage. Each outcome is independent of the other. (Source: Mr. Frazier AP Stats in HS when I postulated this same thing about coin flips).
