Might be buried and hard to notice so I'll mention it here the event doesn't appear to start at the same start time for everyone so some are already getting candy and others arn't check the timetable on your Torn Calendar for your start time.
I like the idea of a mix between 5 and 6, 5 would help stop mercs from capping someones medical CD and 6 would help stop snipers from outside the faction hitting anyone the second they are out of hospital. These would likely be easier to manage on the staffs side as well, I can see exploits ocurring from the bubble in option 4, I don't like the idea of number 8 at all and it will likely just end up with factions reverse engineering the AI and figuring out how to trick it.
