Actions have consequences. If someone cares enough to perma-bounty you, you more than likely did something to deserve it. Bounties aren't the end of the world, anyway; just med out when your energy and/or nerve bar is full, and train/do crimes.
If you're a new player (I'd say, under 100 days), and you've already done something to get perma-bountied by several people, it might be worth even restarting. It's not something I'd recommend to anyone older than that, though, except maybe in extreme circumstances.
We already have the "Off the Grid" 1-star Private Security Firm job special, which grants 48 hours of bounty protection in exchange for 20 job points. If you're in a 10-star Private Security Firm, you can give yourself permanent bounty protection by using all of your job points on that. Though this isn't related, you mentioned possibly being unfamiliar with the bounty system, so I thought I should also mention that the lister of an anonymous bounty can be uncovered with the "IP Tracing" 7-star Cyber Cafe job special, which views the lister of all anonymous bounties currently on the player of your choice (making this a sellable/buyable special) in exchange for 25 job points.
Even if you find a way to avoid bounties, though, people can still pay others to hospitalize you and show the seller the attack log. It would be a way to get around the rising costs of your suggestion if implemented, too.
I suggest the message players receive while trying to apply to a faction after already having applied to a different one (or company since if I recall correctly, it's the same for companies) be changed to add a link to the Management page in Preferences, where players can cancel their faction/company applications.
You don't waste nerve/energy every time unless you can't log on often. It depends on how high your nerve/energy bars are and the locations you're traveling to.
I dislike the idea of every country having crimes you can commit, especially since there's only one location (besides Torn) you can spend energy in (besides attacking), which is South Africa/Hunting. I think for a crime overseas to be implemented, it would have to only be at one location, and that being a location that doesn't currently have a special. Wherever that is, though, it would give people more incentive to travel there, and there could be merits for successfully completing x amount of those crimes, just like there are other crime merits and hunting merits.
If you fail a crime overseas, though, how would you get jailed? Or would you get hospitalized instead of jailed, similar to the Warehouse Arson crime?

Edit: I don't usually call out people who dislike my posts since karma is useless, but this was a really strange one I can't wrap my head around considering I partially agreed with OP's suggestion...
Chances are, you joined a company different from your previous job. For example, if you join a cyber cafe, gain 20 job points, choose not to use them, and then join a sweet shop, you won't have the 20 job points you gained at the cyber cafe. However, if you were to at any point rejoin a cyber cafe (doesn't have to be the same one you worked at prior), you'd have those 20 job points.
Firstly, you shouldn't spend merits on awareness for the purpose of making money. In my opinion and that of many others, you shouldn't use merits on it at all, but to each their own. It became nearly useless when it was last updated. If you choose to regularly mug (which I wouldn't recommend, especially with stats as low as yours; train instead), using merits for mugging would make more sense. When you have enough money to make a decent amount with the bank every two weeks or two months, putting merits in bank interest would be a good idea.
If you need quick money, you can advertise in trade chat rather than just the Attacking forum that you are selling losses. Don't use the Casino out of desperation. You will more than likely lose money. The house always wins. It's just not worth it.
Finally, keep in mind that Torn is a long-term game. You don't need to be in a rush to level up or reach a certain Networth. Setting goals is definitely an okay thing to do and something I would recommend, but don't stress too much about the speed you're going. Worrying too much about that may lead to you making a rash decision (such as gambling) and losing more than you gain long-term. Torn is a marathon, not a sprint.
