One of the common complaints from older players who have subscribed for a long time, is that they rarely receive books anymore due to the diminishing pool of books available.
I think there's a few areas where additional books could be released without any being too overpowered or breaking existing game mechanics.

Temporary bonuses I Know What You Ate Last Sundae: Increase your maximum nerve bar by 50 Works similarly to Ugly Energy, adding 50 nerve to your nerve bar (balanced against an additional 100 energy from Ugly Energy). Infinitely Infirm: Increase all outgoing hospitalisation time by 20% Can be stacked with merits, faction perks and stricken weapons.
Beyond the Ropes: Secrets of the Fight Club: Unlocks access to the Fight Club gym, giving you the best gains available for a month.
The Chameleon: Provides the effect of any other book, whether you have already read it, own it or not A little bit similar to Memories and Mammories, except you can replicate the effect of any other book, even if you have not yet received it.
Mastery in Needlecraft: Increases the effectiveness and duration of needles by 25% Can stack with bonuses from companies
Occupational Overdrive: Doubles the amount of job points you receive each day For balance, this doesn't affect the number of job points you can use
Windfall Whirlwind: Increases money gained from mugging by 50% Acts as an additional 1.5x multiplier on your existing modifiers such as merits and plunder. (Amended based on feedback)
Art of the Warlord: Increases respect gained from attacks by 25% An additional multiplier on respect gains from attacks. Can stack with all other modifiers. (Suggested by Smithforrest)
Boom and Bust: From Rags to Riches and Back to Rags Again: Doubles your chance to receive loot from an NPC for the duration of the book. (Suggested by Kwack)
Love is AllAround: Reduces cost of attacking and reviving by 10 E for the duration of the book.
Touched by a Nightingale: Guaranteed revives for the duration of the book (Suggested by STALKER11)
Euphoria Unbound: Immune to the effects of drug overdose for 30 days. Unable to overdose for the duration of the book. (Suggested by Taxxon)
Permanent Gain The Mission Credit Crunch: Receive a 25% increase to your mission credits balance on completion Duplicates the effect of the purple egg - multiplies your mission credits by x1.25
Mystery Munitions: Provides a random parcel of special ammo each day
TL;DR - Angry IBB incel is wasting time and energy harassing women they feel have scorned them on pixel browser text based RPG game, instead of using it in big important war in said game
I have another question, as the more I think about it, the more I feel like what I'm describing may actually be RMT anyway (telling on myself, I realise lol), and as I mentioned before, just not enforced, mainly because it's unproblematic and just a bit of fun between friends and factions (usually).
REAL MONEY TRADING: DELETION
The exchange of currency or assets on Torn for real-world money or services (including assets from other games) is strictly prohibited. Real money trading directly affects Torn's economy and donation levels, while exposing our users to fraudulent activities. Staff proactively seek out buyers and sellers both on-site and externally, and no warnings are given for the first offense. Buyers will have their purchased goods removed and be subject to a lengthy game ban, whereas sellers will be banned permanently without recourse.
Do you not think that actually the current RMT wording is sufficient to cover the existing games and services? If I send someone TCD or xanax in exchange for credits to play on their third party casino on their third party website, that is an asset in another game. The rules already cover that. Rather than changing the rules at all and potentially catching people who are having small scale, fun experiences on Discord (aforementioned lottos and raffles, fantasy games etc), would it not be possible just to issue a clarification note that from X date third party casinos will no longer be tolerated under existing RMT rules?

Maybe I'm misreading the room here, but I don't think that's the actual issue.
People want to know what exactly you're planning to ban - discord lottos, pools for fantasy football etc. Maybe that's actually already against the letter of the RMT rules and just not being enforced, but it would be nice for these things to be clarified in advance. It would be a shame if these things are now going to be prohibited.
The main issue IMO is people being wary of being unintentionally caught out by new rules or new interpretations of existing rules (see the paid referrals debacle earlier this year). Trust in staff and the implementation of the rules has been severely eroded over the last year or so, so don't be surprised that people want clarity on what rule changes will cover.
This may have been addressed further up, so apologies if it has.

Would you be able to expand on what would be considered a service at all?
I assume that friend groups in discords having a pot for fantasy football etc wouldn't fall foul of this, as it's not a "service", but are you able to clarify?
De-duplication would be amazing - if I'm searching for something to do with weapons, say, I don't want to say the same spammed post 10 times. Though I don't know how you'd achieve this without people getting wise to a "dumb" system, and genuine similar posts (including quotes) falling foul to a "smart" system.
