I was thinking of something like having to spend money or points to set up a lab correlating to the drug/alcohol item you wanted to produce. Then requiring certain special items if you wanted to make something like Minty Mayhem you'd need a full santa outfit, or requiring items that boost happiness for ecstacy production.
To even it out so there's not just constant drug and alcohol production there could be chances of your product getting contaminated or your lab blowing up. If it was implemented into crimes there could be a chance that you get caught and arrested. Would help with factions as there could be faction warehouses that could be assaulted to earn extra production materials or products depending on performance. This is my Ted Talk, Thank you.
