Does the OC timer alert account for your travel to a location and back? Does it go by the minimum amount of time it would take for you to get somewhere and back?

For the Baldr Dex build, there are specific numbers for Dex and Def, but it combines STR/SPD. Is it preferable to keep STR/SPD even, or could you build high STR, low SPD (or the reverse) as long as the combined number still fits?
