You could also chase all the merits relating to the crimes, those that are not level and amount orientated.
You are just driving with the wrong car. In Class E, when you do the normal races, not player races, whichever track you were assigned, go and look which car has the track record for Class E. (ToxicMonkey I think broke most race records)
Swop your car for that one every time. You may lose every now and then, but you will win more races than lose. You dont have to spend racing points on Class E and D.
