you get a % of cash they have on hand
there are a few other variables involved too, but there's plenty of details in forums already about all that
for your scenario.... obviously an inactive won't have their cash increase much on a daily basis, and if you mug 1-2m from them, they will then have less cash on hand for the next time you mug them, hence the lower mugging the next time you mug them... and so on it goes, lower and lower if you mug the same person that is inactive...
....

around that much...this is not first ive been losing big on mug often
some1 probably read this post thinking can make money from mugging me lol...as if ill carry that much after losing so much.
If you are mugging active players, there are other variables to take into account for the mugging percentage calculation.....
if if they had been mugged recently by another player, and had not gained any more cash on hand, there is a "mug protection" period where subsequent mugs on same player yield $0 mugging and gradually increase back to full mugging amount over some hours. There is ton of info in forums about this, def check Ched's announcement or bulletin board post on this update.

If you were only carrying around 58m then you need to file a bug report, mugging amounts are as followed;
$10: 20.7%
$100: 18.39%
$1,000: 16.09%
$10,000: 13.79%
$100,000: 11.49%
$1,000,000: 9.18%
$10,000,000: 6.88%
$100,000,000: 4.58%
$1,000,000,000: 2.28%
$10,000,000,000: 1%
Masterful Looting at 10/10 can double these numbers, but even at 100m carried with 10/10 its only 9.16m mug. In order to be mugged for 57.8m you'd need to carry about 2.55b with the mugger having 10/10 on Masterful Looting.

Mug protection only works up to the amount you were carrying when you were mugged. The mugs you show would only be carrying 1-2m, so if you then withdrew a large sum of money, 50m-2b, then you would still be muggable.
Must agree with Rey here though, this thread has offered all it can, file a bug report.
