Im intrigued as to what this Easter Egg hunt is...
What was the start date for comps? 20th? or was it 5th? I forget.
But yeah, there's a fix day for comps to start, OP.
It's fun, and quite obsessive. Basically Easter Eggs can appear on any page of Torn and you have to click on them to collect them. Gotta be relatively quick though.

Correct. Historically, they have started on the 5th.

Probably sometime in December going by how things in Torn work.

As soon as the competition starts, they can appear on any page of the game. Right now you can only find them in bazaars or the item market
