The loanshark business is most likely happening between user accounts and the system, not the actual Duke account. Difficult to say if it's profitable or not, one bad loan would ruin the profits generated by many who do pay on time.
Try checking the recent newspaper article on the subject

To the original poster, dont get a duke loan to gamble with that is madness. You are saddled with a big debt and the duke does cause problems for you.
Well, some people do make it their goal, to survive Torn with Duke constantly mugging them due to unpaid loans and interests. Personally, I do find it amusing, but I'm far from interested to participate.
Well anyone thinking like that should think again ...
There are thousands of real life players you can fight against. Fighting against a npc like that is pointless.
