There's never going to be a perfect solution but adding a certain level of diversity is better than not, it also very much depends on the nature of what's being discussed and in certain cases, despite their age, their particular knowledge or gameplay style might be well suited to upcoming or ongoing discussions.
One thing I look for when taking on new members are players who are very clearly analytical in their approach for the game, capable of seeing numerous viewpoints and also being able to give in depth discussions on why something will or will not work... Some players are added by invitation, others through application.
It's almost like the player committee is more of a board of advisors, and not a board of directors. It kinda feels like he just wants them to discuss options to every possible ending tirelessly just so that he can make a well informed decision in his changes for his game that he made while some of us were still just stacking Legos. The sick and twisted nerve of the guy eh?
I would think suggestion forums probably has more power than committee, as mentioned ideas are presented everyone tries to steer it different ways they think are best and work together to guide it there, though of course you need to work with others and work off others ideas and work to make things the best you possibly can. Ideas are thrown out but as proxima said nothing has to be accepted. We are probably more on the lines of a sounding board and guidance.
Rackets for example I think massive alliances and massive proxy rings are a bad thing and are soul sucking and cause players to lose the will to bother playing his game, and that's my opinion - I can't force it onto Ched who think its a cool aspect that these big alliance/proxy wars happen. I would have a lot more power with a suggestion or general thread trying to detail an issue to get it changed and if there was support ched does listen to the community.
What won't work is bitching about an update before trying it. Come back to it after you've had a war, after you've done chains and actually tested the new med system. Maybe talk to some committee members and get their thoughts, make a thread after a few months if you think it's terrible and don't make a little bitch whine thread, make a sophisticated discussion asking what the torn community as a whole feels and thinks about the med update after testing it. We only ever see discussion once something is released and we can't gather actual feedback by people bitching without even trying it out - we never see a thread popping up and checking on thoughts and feelings about it after an update has been out - and because of this developers never know and will think it's a success. You're not powerless in this game, you just choose to be by bitching before an update has had time to kick in and not going about it in a proper way. Proxima before committee did probably more than he did than his time in committee, so this shows you have power if you go about things in a non-dumbass way.
Simple really, you need to stimulate those cells, having them isn't enough. Steer towards constructive discussion not weak attempts at an insult for a start.

You had the chance to apply for committee so not everyone applied to be in there to have such chances. Committee members are not just randomly chosen throughout Torn if they don't want to apply into being there in the first place!
Yet looking at user activity, he has played the game much longer than yourself. When you created your account is irrelevant when you compare it to how active a player is.
Saying that the only way to have input in this game is by being on Player Committee is like saying the only way you can help new players is by being on Staff.
Player Committee has a very specific purpose. All of the official Torn roles do. For example, a Wiki Contributor is not going to be publishing their own help guides in the wiki. They will be making fairly narrow edits to existing content.
Likewise, Player Committee is not some all-powerful group. They have a very narrow review role and can provide feedback. They can't suggest new content or push their own agenda.
The very best way to have a voice in the game is to participate in the forums open to all players (including Suggestions) and to behave as though what you do and say matters (because it does). Participate in community events and be an asset to Torn.
Let's turn the table ... if someone went to the forums, called you an asshole and told everyone how badly you were screwing up and THEN tried to tell you how to run your company, lead your faction or otherwise play your game ... would you listen to them?
Otoh, if someone asked you good questions about what you're doing without insulting or attacking you, and then made a GOOD suggestion, are you likely to consider it? Staff, devs and the owner are all real people. Treat them the way you'd want to be treated.
Remember -- Staff and the developers do read the forums, and not just bugs. They read GD and FD and other forums. Yes, Suggestions is the official way to propose new content (and you CANNOT propose new content in committee). But I've also seen good discussions on a new idea in Torn and a couple months later there's something similar being quietly released in the Tuesday release.
If you want to piss and moan in the forums, fine. No one will stop you. But don't expect, in the next breath, to have your ideas taken seriously.
If you want to contribute, then just do that. Contribute. Help other players, provide answers, participate cooperatively, post thoughtful feedback in the forums.
Can you still criticize? Yes, of course you can. But something like "we're getting significant lag" or "the changes in medical cooldown are messing up my game, let me tell you how" is the right way to do it.
And something like "What were you idiots thinking? Who made that decision? What a bunch of morons!" is not going to get your opinion included in decisions. -- If your comments wouldn't get YOU to change your mind, don't expect them to change anyone else's mind either.
