Report if someone hacks into the system and bypass the 15 seconds mechanism. It's not even 15 seconds anymore. With one second per-turn, it's morethan 15 seconds. Report away if it happened under 15 seconds but i highly doubt that's the case.

That's what they want. I think mugging should be 100% of on hand cash. Seriously, if someone is holding $20 and you mug them, do you take $1 and leave $19? Mugging is already nerfed to hell.
