Just curious about the theoretical highest single hit (or average highest hit) a gun can do assuming attacker and defender have exactly the same stats

that would depend entirely on where the hit lands, the guns stats, a decent roll, mods, special ammo, armor mitigation and bonus, etc etc

theres a tool to calculate damage i believe

this formula DAMAGE = 0.7 * (LOG(STR/10))^2 + 2.7 * LOG(STR/10) + 3.0 probably helps (found here)

Theoretical keeps going up cause str keeps going up. Here's the top 100. Before RW weapons the top damage came from Duals and you were looking at around 30k tops on NPCs. These days I can pop 30k headshots with my Smurf. The highest involves things like eviscerate+Deadly with HP ammo on no armor, or in my case I can get 415% on my smurf though a lvl 1 with it could get 495%.

 

Regardless, an Eviscerate is a must when trying to reach your max hit, along with special ammo and Deadly. You'd also want +50% stats from a motivation weapon, and of course +500% str Epi temp.
