I don’t know, seems a bit weird to me for somebody to be able to advertise a raffle for their own profit as a newspaper article.
I feel like a forum thread would be the proper way to go about it. Even if they plan to make roughly the same amount of money with the raffle as they spent on it, still kinda feels like an abuse of the newspaper. It’s not like this form of advertising would be available to anyone.

Discussion: Should people be allowed to advertise their Suggestion Posts in Trade Chat and try to gain support with the technique mentioned above?
The absolute majority of the people actively playing this game looks through the forums on a regular basis. And most of them will look under the suggestions every once in a while. These are the people that know a bit about the gameplay and have an idea of what would make Torn more enjoyable or easier to play (I said easier to play, not making torn easier). By advertising in the Trade chat (TRADE, that already means that the person promoting the thread is expecting some sort of personal gain) you basically get people to give feedback and make your preposition look more supported that potentially have no idea of this particular game aspect.
Edit: Very nice job the ones among you that have tried out my tips in this thread. However, although you are doing it great and I am really proud of you, this is the wrong place to do it.

Go to the top right and left-click: Back to forum. Open it in a new tab and scroll back down to continue on this tutorial (You can also try to memorize the steps and then do them, but its a bit complex. On the new page you will find that the link that read "Back to Forum" now reads "Back to Main". Click it again. Scroll down on the new page and about halfway through you will find the "Suggestion" Forum. Click it and start spamming.

For example, if you are very active and logging in constantly, then things that improve your ability to make frequent decisions and reinvest quickly can feel amazing. If you are more casual, then passive or lower-maintenance options might feel much better long term. If you are focused on stats, happy jumps and training infrastructure can make sense. If you are focused on wealth, then stock blocks, flying, bazaar activity, and compounding money become more attractive. If you are trying to be useful in OCs or faction play, then education and long-term account development may end up mattering more than something that gives immediate cash.
So if I had to give a single “answer,” it would be: figure out your play style first, then invest around that.
Private Island? Great if it supports how you play.
Donator Status? Great if you are active enough to benefit from it.
Stock blocks? Great if you are thinking long term.
Bazaar? Great if you actually want to trade.
Education? Basically always useful, but the value depends on your patience.
Company/job? Very dependent on what perks you need.
Racing? Fun and useful eventually, but probably not everyone’s first priority.
Happy jumps? Strong if your goal is stat growth.
Flying? Great if you are consistent and like that gameplay loop.

Quick question though: if I did become interested in the Bug Bounty Hunter Program, how would I know if the exploit exists without testing it? I get that “testing” needs to be unequivocally understood as such, and not have even the semblance of “trying to abuse”, but it sounds like the system recognizes certain instances of duplication and immediately bans the player.
Once you reached level 69 you would get a Pack of Trojans. This was a reference to the fact that Torn City doesn’t care about your sexual health because when you 69 you should have a dental dam as well.
But then they realized that there are no women on Torn so the Pack of Trojans were actually the correct item. To drive home the point that Torn City officials do not care about your sexual health, they no longer provide these.
