Seems that I have hit a stalemate on my racing. I reached class C and my driving skill is only 3.13. I always come in 6th, so I can not upgrade any of my cars. Any suggestions?

2 weeks ago, I reached awareness level 10. I rarely still find anything in the city. But when I do, it isn't worth hardly anything. Tonight a blowgun, then before that all I have only found a couple of crappy pistols, 1 opium, and a couple of med kits. BUT my wife with an awareness of like 2 finds a skateboard?! What gives?!!!
This is my 1st Xmas town. I love it. I have made a small fortune. Although, I do not like the combinations without clues on the chests.

The example above, I paid it current at 4:32 am. But then 7 hours later at 11:50 am, it was do again.
Why is it that sometimes that my spouse and I are charged 2X for upkeep in the same day?

Just started a travel faction and someone applied to the faction, but I do not know how to add them. Please help.
MILE HIGH FLYERS is a new faction. It is a friendly, travel faction. Recommended level 15, but all are welcome. Even new players.
Wife and I paid upkeep 2 times in one day. Not the first time it has happened.
